Why Engage in Science Policy?

In an era defined by complex challenges, the need for evidence-based public policy has never been greater. State Academies of Science are uniquely positioned to be trusted, non-partisan resources for policymakers. Engaging in science policy is not just about securing funding for research; it ensures that scientific knowledge serves society, improves lives, and promotes prosperity.
By engaging, academies can: 
  • Enhance the evidence-base of public policy by injecting scientific information into the governance process.
  • Increase the public relevance and visibility of scientific institutions.
  • Build a more scientifically aware society by demonstrating the application of science to societally relevant policy issues.
The Importance of Science in Policymaking
Science provides the systematic framework for understanding the world. When applied to policymaking, this framework helps legislators and public officials:
  • Inform Policy Decisions: An evidence-based approach allows for the comparison of different policy options and projected outcomes.
  • Measure Outcomes: Assess the impact of a policy after it has been implemented, enabling continuous adjustment and accountability.
  • Build Public Trust: Connectivity between scientific institutions and public application of science will increase the potential for trust-building.
Some ways State Academies of Science Can Make a Difference (with Limited Resources)
A lack of a large budget or dedicated staff should not be a barrier to entry. State academies of all sizes can engage and leverage their greatest asset: their network of members. Impact can be achieved through strategic actions:
  • Keep Scientists Informed: Track and share regular updates with members and partners to help the scientific community feel more engaged and informed of how policy is impacting their work. 
  • Act as a Neutral Convener: Host roundtables, workshops, or briefings that bring together policymakers, agency staff, and scientific experts to discuss pressing state issues.
  • Be an Honest Broker of Information: Produce concise, easy-to-read policy briefs on topics relevant to the legislative agenda.
  • Create an Expert Database: Develop and maintain a list of member experts and key partners (e.g., state science policy fellows) willing to speak with legislators or their staff, testify at hearings, or provide a scientific or technical review of a policy proposal. 
  • Connect People: Making an introduction between a legislative staffer working on bill drafting and a local university's expert can be a powerful form of engagement.
